I went to two targets near my home and only one of them displayed and the other set up just the shelve and price tag. They were under "Christmas Stocking stuff under 5 dollars" section next to Halloween clearance and Christmas decoration.

My Target had them in an aisle full of bins by the candy section near the pharmacy. Number on receipt says 204000557.

In electronics they also had the Chase McCain minifig attached to a preorder card for $1. Rang up no prob with card at register even though I did not preorder and I bought 3.

Well, technically you did pre-order 3. Of course, I have a feeling Target will have a ton of pre-orders that don't actually come in and get the game.

Both targets by me had nothing. They didnt' have anything for halloween either. I may head to NJ

Local Targets in Dallas have spots with Minifig Series 8 for 2.99 in seasonal along with batmobile...

Target in Seekonk mass has these bags in Xmas seasonal at back wall of store under gifts for boys. And a stack of series 8 figs. Also found some toy story army guy poly bags near front registers marked as clearance.
