I don't know about the US, but that sticker book has been here in Canada ever since Series 6 came out or maybe even earlier.
The series 8 minifigs don't seem as exciting, but I'll be the judge of that when I see official pictures. Might only get a few that interests me.

I think you may be confusing the regular "Ultimate Sticker Collection: LEGO Minifigure book" (which came out in 2009) with the new "Ultimate Sticker Collection: LEGO Minifigures (Series 1-7)" which according to Amazon was released on June 4, 2012. This new book has stickers of minifigs from series 1 - 7, so I don't think it was out before series 6... As far as I know, just2good's spotting was the first report I've seen of it other than at Amazon.

Currently B&N has the sticker book for 20% off or $10.39, you might be able to apply another coupon on top of it, check the thread in Coupons for codes. Also BJs and Costco often carry these sticker books at below MSRP. I can't stand them, but my daughter loves sticker books.
