Noob question re no minifig, no sticker Lego Batman sets

I'm wondering if someone could help a newbie out. Inevitably, now that the prices are astronomically high, my son has become fanatic about Lego Batman. I've managed to get "lucky" and acquire a couple new sets on eBay for significantly less than the lowest prices I've generally seen - which still means I paid much more than the original MSRP.

I've been wondering about all those "sets" advertised on Bricklink/Amazon/eBay for individual Batman vehicles that are supposed to be in factory sealed bags but do not include stickers or minifigs. Where do these actually come from? Are they manufacturer odd and ends? Gray market goods? Just put together by the sellers?

If anyone could shed some light on this for me, I'd greatly appreciate it.

They were from the set but the minifigs were sold off separately since they fetch the most premium. That or the seller decides to keep the minifigs.

People open boxes take the minifigs and leave the bags with vehicle sealed.
And since stickers are loose in box, they would sell them separate.
