Actually that is not an exclusive figure. It is the same Legolas that is in the mirkwood spider set.
It definitely doesn't seem as good as the exclusive figure we got from An Unexpected Journey bluray preorder. That being said, it is a new polybag with a minifig. It could be a good way to collect a lot of elves to add to the "mirkwood elf army" set. That set doesn't come with a Legolas. The elves it comes with are all hooded (except for Thanduil). It could be a nice addition to add some elves with blonde hair.
