appears so,
TLG was at NYCC last year and will likely be there this year giving away the 4 promos from SDCC.
from what ive gathered picking up promos at NYCC was easier than SDCC but there were less NYCC promos produced. Making the New York Brick promo card extremely rare. but lines werent as long at NYCC etc...

LEGO's 2012 NYCC Exclusive
To answer your question, yes. LEGO will have a presence at this year's New York Comic Con. To answer your second question, LEGO will also have a promotion, very similar to their previous ones that were available at SDCC and SWCVI. Instead of Maul or Fett in a tin with a ship, this year's promotion will be.......................... Luke Skywalker with MB450 macrobinoculars and his Chibi Landspeeder in a tin!(for the now usual $40)

This LEGO® set, the third in a series, was produced exclusively for the 2012 New York Comic Con. Featuring a Luke Skywalker Minifigure and his buildable landspeeder, the set is packaged in an exclusive collector’s tin. Each tin in this limited run of 1,000 sets is individually numbered. Limited quantities will be available each day for sale through the course of New York Comic Con, on a first come first served basis."
This is my least favorite tin so far. The Maul and Fett exclusives were waaay cooler. Although this is not a new fig, the landspeeder is kind of neat.
