Because there are dozens and dozens of other characters that are far more popular than Ghost Rider at the moment, and I'm sure LEGO has a full lineup of sets for many of them on their slate. Heck, the Teen Titans have a better shot at being featured in a set than Ghost Rider does.

Megabloks just has the rights to the new spiderman movie merchandise, LEGO can do anything they want with spiderman as long as it is based on the comics, hence the Ultimate Spiderman focus of the doc ock set
