A bit weird, but a theme just Popped into my head: Munsters! It might work after the popularity of Monster High.

But you've got:
1313 Mockingbird Lane
The Munstermobile
Dragula
Grampa's Labratory
Spot
The Graveyard

I think a "Spooky Hallow" theme with a large-medium set ($50 to $99) and a near impulse ($7 to $15) not dissimilar to the current Holiday Village theme, to come out each fall would do this very nicely and sell well. It does have some similarity to the not very well selling studios sets, but the cameraman/movie set aspect just confused or annoyed kids

Why not take it a step further and have ongoing themes for each season? ie. a Spring/Summer theme with a waterpark (waterslides, swimming pools, etc.), a playground (with a jungle gym, monkey bars, etc.). It would also give people the added bonus of being able to add and it expand their cities (so that they aren't overrun with police and firemen!).

Again, not a licensed theme, but it would give something for people to look forward to every season, like the way the Winter Village theme does for the holidays.

How about a Roman Empire theme? Full of gladiators, soldiers, citizens in togas. ;)

Another Western theme would be cool as well.

Or If you wanted to go the License route: Nighmare Before Christmas would be a good seller.

They made JP sets for the Studio line when JP3 came out.
