I don't see any shipping charges when I add Bricks and Pieces to my order of sets that meets the $75 threshold. However, I don't think that bricks and pieces counts toward the order threshold.

We carefully hand pick and pack all orders from LEGO® Pick A Brick and Bricks & Pieces. That's why we can't offer express shipping for this type of order.

Pick A Brick deliveries can take up to 17-22 working days and Bricks & Pieces 10-14 working days to arrive. We ship these separately from any sets you've ordered so you may get your items in several deliveries. As Bricks & Pieces orders are sent in the regular mail, they can’t be tracked.
You could be confusing bricks and pieces with pick a brick. Pick a brick qualifies for free shipping on its own. Bricks and pieces does not.

The stormtrooper sure sold out fast. Many people complaint about how lame of a figure it is. I wasn't able to get one but I received Han Solo and Admiral Yularen instead.
