I wonder if it has something to do with the targeted age group of the set. If Venom is in multiple sets and one of the sets was targeted for an older age group, that could be the reason one is hollow and one is not ... that is just my hypothesis. Both minifigs came from the 2012 sdcc as a prize and...

The print on both heads are exactly the same. I wonder why is there inconsistency with the type of parts/head that they use? Why not just make them all the same?

I was also able to ask a vendor on ebay and he emailed me pictures of his and it had a hollow head as well. Does anybody know if this is normal?

There's no lego print on it. I git curious and inspected all my minifigs and found the aimilar hollow head on 2 vintage spider-man, captain america, deadpool, darth maul santa, darth malgus, a few arf troopers, cad bane. So i guess it's real?
